So prepare a form letter to send to these people. Problem solved.
Here, I'll do it for you. Just cut and paste this into your editor:

Dear user, the time demands of routing mail packets by this system
preclude us from increasing any user's daily time limit. Nor can we
provide any additional services to callers using modems slower than 2400
bps. To increase the enjoyment of our on-line services, you may wish to
acquire a faster modem. Many excellent modems are available on the used
market for very low prices. If you are using an Atari 8-bit, you can
acquire an interface enabling you to use any standard PC modem. For
more information on ordering, call 1-800-448-TOAD, 1-800-326-2344,
or 1-407-986-9960. Thank you for your patronage, but we cannot process
any further requests for additional or altered service. If the
situation changes, we will contact you via e-mail. Thank you for your
cooperation and understanding.

There you go Terry. All you have to do is dump that into the editor of
your BBS and mail it off to whoever "hassles" you. See? Easy. No more
hassles. You can open your board up to 300 baud again, at the same time
limits as everyone else and with the same restrictions as you deem
necessary. And by the way, if you get people who try to argue the point
made in the form letter, just send them the same form letter over and
over again. They'll get the message by the 2nd or 3rd time for sure.
If you're good a macros, you don't even have the "hassle" of cutting and
pasting - just press ALT-something to fire this text off automatically.

Perhaps what the person is enthusiastic about is using antique hardware
in the modern world, or about getting a low cost or free computer that
they otherwise couldn't afford.
