The TNT offices in Los Angeles had been responsible for bringing B5 and 
"Crusade" in. Then the hairy-arsed, cousin-lovin', beer-suckin', 
thirteen-toed good-ol'-boys in Atlanta decided to exercise their authority.

More to the point, they wanted to make it impossible for JMS to keep 
working on the show, so that the eventual cancellation would go on the 
record as being his fault instead of theirs.
