go to a electronics store and get a pair of 8-ohm to 8-ohm audio
transformers rated at atleast 8 watts. and put them in before the output
end of your taps,

that'll make your setup safe should anyone grab those output terminals....
and the transformers shouldn't effect the sound of the internal speakers
much...

then re-measure the voltages and either connect them direcly or go with a
10k pot on each channel I think you may be seeing soe weird signals on our
meter because of the tv internals....
