giving the excuses are.  Your system is an exception because it is
acting as much as router as a BBS.

I do think so.  In fact, I know its true.  There are 1000s of people in
my home state who can't afford any additional expenditures or a computer 
much less a faster modem and an interface.  Like it or not, the Atari
8-bits are falling into the hands of some very impoverished people.  The 
300 baud modems are still out there, floating around.  And until the
government confiscates them and dumps 'em in a landfill, people are
still going to be using them.  Whether you come into contact with these
people or not is irrelevant, they are out there.  I guess this is one
for Ripley's Believe It Or Not!  :-)

I agree, it is pretty pig headed.  He won't get 9600 through his
interface (the cheapy C64 interfaces max out at 2400).  Here's a trick
you can do: Lend him a 2400 bps modem for a few weeks, then demand it
back.  I guarantee he won't want to go back, and will plunk down the
cash for a faster modem.  ;-)
