I think it just proves Nigel Planer doesn't know much about Doctor Who - 
I'd be astonished if the Moff himself said or implied Vorgenson was an 
original creation.

(If he *was* trying to claim that, he'd surely have taken an extra three 
seconds to come up with a name that didn't actually include the syllable 
"Vorg"...)

Googling for "Vorgenson", it seems the press release has "exclusively 
adapted for the tour" by Moffat, which is rather more suggestive of being 
a pre-existing character (in the same way as one might say he and Gatiss 
"exclusively adapted" Sherlock Holmes into the title character of 
Sherlock).
