{COMMO} is making calls to OS/2 to let it know when it's idle.  So
OS/2 doesn't (shouldn't) have to use keyboard calls for that.  Have
you verified that at the 100 setting there is no multi-tasking?
At 75, try a little macro like this:
        {alarm 10} {}
and see if the alarm rings are broken up (be sure you're using 6.41h
or 6.42).  If they're not, then let us in on your secret!
