Normally I'd take something like this to NetMail
but....
First off if that's the things are then you might have
to call a board in another net.
Have you started the FIDO grievance process?  If this
is an on going long term problem then someone (the Echo
Coordinator?) is violating Policy 4.  Not only is he
being "excessively annoying" by not moving the mail but
he's not doing his job and needs to be replaced.
You might want to call a board out side your net and
send a couple of polite notes.  One to the Echo
Coordinator, one to the Regional Coordinator and one to
the Zone Coordinator (I think I have all that in the
right order).  This would give them a heads up that
something is amiss and they might be able to fix it
without a formal grievance being filed. 
Technically I don't think you can file a grievance for
lack of performance but a polite note from a moderator
would probably liven things up along the line.  If it
didn't you could see if your sysop would start the
grievance ball rolling.  Of course if his NetMail feed
is spotty then it would be hard to do.
