Synchronet can do all the above, except it won't check 3rd party POP3 severs
for your e-mail for you. A module could be written to do this (much like
newslink.js does for Newsgroups), pretty easily. You said "email when
online".
To run a BBS, especially one that includes mail and IRC servers, effectively,
you really need a 24/7 Internet connection, preferrably broadband of some kind.
