Well, we're dealing with something closer to fantasy than to
hard science fiction here, so I don't think you can insist
that the writers get their science right.  It's very similar to
the claim that humans can be inter-fertile with Vulcans,
Klingons, et al, despite anatomies that are just as far apart.
(That example is from another TV show that is closer to fantasy
than to hard science fiction...)

More importantly, IMHO the idea of the Doctor being
half human was a bad story idea.  His alien nature is
pretty fundamental to the character.  The "half human"
idea says "Nah - changed my mind" to a very important
characteristic of the Doctor.
