I'm of the opinion that anything else would be false. From experience in
having the bluetooth vs nothing but the cell phone, I can tell you that
using a cell phone without a bluetooth is as you say. But with the
bluetooth it isn't.

In other states which have mandated that no cell phones are to be used
while mobile, unless they're hands free, such as New York, that isn't
true..
