You can do better that 395K free.
What client are you using?  NETX, VLM, Client32.
What memmaker options?  DOS 6.22?
Don't user AUTOEXEC.BAT with a CALL C:\NWCLIENT\STARTNET.BAT
Put the lines from STARTNET.BAT into the AUTOEXEC.BAT and
then rerun MEMMAKER.
Don't use expanded memory if possible.
Include the monochrome memory range. on EMM386.EXE
Use Client32 drivers.
Move your network card address range to free up space.
Sometimes you can do better by hand than using MEMMAKER.
Tune your NET.CFG or SHELL.CFG
