In all honesty, there is only one comment ...
"It is easier to seek forgiveness than permission!"
In our state, prior to the existence of the licensing system forgiveness
was common. If you were caught carrying but were otherwise reasonable,
they wouldn't even charge you. Now that permission is possible,
forgiveness may be more difficult (at this point, no one will say). But
it's certainly possible that by making permission possible, they hope to
do away with forgiveness. :-(
