He isn't. Any resident (without a felony conviction) can buy a firearm. 
Ask the Germans here or at Holloman - both of whom participate in the 
club trap shoots here.
There is a line on the 4473 which says that if you were once a U.S. 
citizen and have renounced you citizenship you aren't allowed, but it 
doesn't ever ask your citizenship.
