That's because back in the time of the dinosaurs when it was written,
people dialled in to BBS on a cheaper or free local number, rather than
using an expensive national rate number of an ISP. They never expected
anyone would use this ancient shit from a different timezone - when they
are already on the internet.

No, people should just ditch the bloody thing, it gets the time wrong,
it fucks up formatting, its entirely pointless in this day an age.
