I think Moffat's stronger on overall structure than Davies. He was
playing games with story structure as far back as "Press Gang."
Putting plot pieces together like a puzzle in unexpected ways...
That's almost one of his signatures, I suspect it's "fun" for him.
That's not a knock on Davies, who's done some excellent work (I'd put
"Second Coming" at least even with Moffat's very best, for instance).
But he's more focused on what the story "means," and on having a few
big emotional moments, than he is on making sure the actual plot
pieces fit together. I think that's where my problems with some of
the RTD finales come in. mHe's strongest with simpler stories, that
can act as clotheslines for the "big moments." When the story gets
too complicated, I think RTD sometimes loses control of all the plot
pieces.
