I experimented with both methods. Of course, going from a water to a
solid medium depends on having a particularly light mix, especially
with african violets.
But I also discovered that rooting the leaves directly in a rooting
mix of peat moss, vermiculite, and perlite produced a new plant
considerably faster than going through the liquid rooting stage. I
found both ways seemed to have the same risk of failure - but one
was faster and generally less bother. BTW, I always like to use
a rooting hormone with leaf cuttings. I don't use any "soil" in my
potting mix at all.
