Report what?
She was as yet unknown as a killer.

As far as I was concerned she was just a woman, likely prostitute,  
with the most frightening look to her of anyone I'd ever seen.

Her eyes radiated hatred.

How do I know it was her?

She's quite distinctive in appearance and I saw her repeatedly.

I was shocked when I saw her on the evening news as a serial killer.

This was someone I routinely saw on at least 6 occassions, likely more
however it was 20 years ago and so I can't be sure how often I saw her.
