Yep. How effective this is depends on a number of factors. If the
person/s who did this have ceased doing so then you can gradually
clear the situation. If they are still active in directing negative
energy/entities towards you then you will have more of a job on your
hands.
Two things that would help would be to learn about (and apply) methods
of psychic protection, and secondly, to dissolve the negative energies
currently around you.
The former is achieved by positive thinking/visualization and/or
prayer, the latter can be done by regularly imagining yourself as a
miniature sun radiating light outwards from inside your physical 
form.
