I am not really sure that the default is what you think it is anyway.

When you install Synchronet, IIRC, only Dovenet comes preinstalled with
defaults.  It is up to the sysop to add those FTN echoes and, if they set them
to where the default new user level has access, they get access.

I am not real sure what DM can do to force sysops not to do that on their
own systems.
