This is not the first time for such a shut down, nor a big deal.

In November 2008 I happened to be in Lima, Peru. So was the 2008 APEC meeting
(George W. Bush in attendance). Security had a great chunk of the city locked
down,  a no-go zone, armed dudes everywhere.
