Well of course Full Circle can't be decisive.  It's a story.  Stories 
can't be decisive.  They can be decisively written, or about decisive 
people, but stories can't actually take any decisions themselves.

Kept who in line?  What was he waiting in line for?  It's ages since I've 
seen that story but I honestly don't remember any scenes where K9 was 
patrolling queues to prevent people from queue-jumping!

And even if there were such a scene, what's it got to do with the 
previous two stories not decisively infiltrating things?

What?  Who?  Why?  And a second helping of What?

but where does the plunder fit in?  Who is plundering what from whom?

That's a good description of the Doctor, panicking so much at the thought 
of the Master that he can't think straight, and even believes flooding 
the TARDIS would be a good idea.

But I don't see how that fits in with the rest of the list: stories not 
becoming decisive or infiltrating things, K9 stopping queue-jumpers, and 
Nyssa hating people.

The Master threatens _everybody_ because he's Eeeevil and that's what 
Eeeevil characters do.

Idiologic only allows you to be idiotically wrong with authority.

But why aren't you complaining that this story and the preceding ones 
aren't decisively infiltrating things?

Don't forget Davison's era was up against Coronation Street.  It would've 
been fun if the Doctor had decided "Forget Monarch!  Let's all infiltrate 
ITV instead," materialised his TARDIS in the middle of the Rovers Return, 
and then they all stepped out waving large banners saying, "Turn over to 
BBC1 now!"

Of course it can't.  It's a story.  But at least you're back to 
complaining that stories can't do things that stories can't do.

Should they operate machines before or after decisively infiltrating 
things?

be better if there were some in it?  Maybe move the setting from 
Cranleigh Hall to Blandings, and have the Empress play a vital plot role?

Nonsense.  It was one of the earlier stories to be out on DVD.  And 
before that it was out on VHS and even Laserdisc.  How much sooner should 
it've been out?
