If a government needs to use repressive methods, it's a failure.
If it needs to dictate "patriotism" or "being devout"
it's a failure.

That's why the US has been a Constitutional republic, as opposed to a pure
democracy, for 200+ years.
A pure democracy results in a "tyranny of the majority."
