There are some pretty tough leather jackets out there - I have read cases
where one did stop a bullet, but I don't know what type (of bullet) it
was. I'd imagine that Glasers would be more likely to be stopped, as one
possibility.
Typical hollow points are not likely to be a problem in my estimation.
The most common difficulty with hollow points is if the cavity gets
plugged, but that should make it perform like a FMJ or semiwadcutter. If
so, the only advantage of the FMJ is that it's likely to retain slightly
more velocity or have started with a higher mass - not much of an
advantage.
OTOH, the FBI tests include penetration through clothing. I'd say
anything which does well in such a test (and several hollowpoints have)
ought to be fine for either circumstance.
