He was there.  G'Kar SAW Londo decline to suggest something and walk
away, leaving Cartagia to use his own imagination.  He KNEW that Londo
knew how twisted Cartagia was, which was part of why Londo had ask
G'Kar for his help in assassinating Cartagia.
