I think the pipes I have of the right size are plastic. Sorry, but the 
ends won't smash! :-Q

It's supposed to be a preventive measure, just like gun control and such. 
Of course, it's completely futile in my opinion. If a smart person wants 
to, he'll find a way without alerting anyone beforehand.
