 I'm very high on Windows 95, but... sometimes we overestimate 
 it.  This will probably change, but right now I think Windows 95's 
 biggest weakness are in hardware identification and the "plug and 
 pray"  areas.  I run two internal modems in Windows 95, a 
 "hardware" 33.6 Cardinal on Com2/IRQ3 an RPI 14.4 Best Data 
 Products on Com3/IRQ5.  I got good performance from both after 
 I curtailed Windows 95's prerogatives as much as possible.
 
 Did you let Windows 95 identify your modem?  If so recommend 
 uninstall and reinstall, selecting your modem from the list.  
 After you, not the software, determine what kind of modem you 
 have, click My Computer, Modem, General, Properties, Connection, 
 Advanced.  There you should see two data boxes.  The top one 
 is labeled "Modulation type" and the entry should be "Standard".  
 The lower  one should be labeled "Extra Settings" and will 
 probably be empty.  Put your modem initialization string in 
 this box and check OK.  
 
 After doing the above, if you haven't already, you can return 
 to Connection panel, select Port settings and try moving the 
 sliders to a higher setting as modem stability permits.  Hope 
 this helps you... it did me.
