Depends on the country.  I think that seems true of Russian names though. 
When ¨you see Zone1 people though, that system will break down because the
names come ¨from too many countries.  For example, while 'Andre' would
normally be male, ¨'Andrea' could be either and I know several female
'Andrea's who are nicknamed ¨'Andy'.
