I assumed it was surrendering himself to be controlled by the Keeper.
If he did, it would destroy him personally.  If he did not, the Drakh
would destroy his world.

It's a toss-up between Morden and Sheridan.

No, it didn't.  Refer to the fourth episode of season 4, where G'Kar's
eye did not see the magnificence of Emperor Cartagia, and thus Cartagia
had it plucked out.  Mollari had a chance to "save the eye that does
not see" at that time, and walked right past it.

It was a moral choice, more than a physical action.  It was a prophecy
about Londo's choices, not G'Kar's eyesight.  Those choices have
consequences, and one of those consequences of not saving G'Kar's eye
had a direct effect on Londo later.

I don't think the Drakh cared one way or the other about Morden,
certainly not when compared to what Mollari did to their masters on
Selini.  Executing Morden was merely the icing on the cake.

Cartagia asked Londo what should be done about G'Kar's insolence of not
seeing Cartagia's magnificence.  Absent of a recommendation from Londo,
Cartagia decided to have one of G'Kar's eyes removed.
