I have these settings. In my port forwarding section, I can set the service
name, port range, local IP, local port, and protocol. In my inbound IPv6
firewall rules, I can set service name, remote IP/CIDR, local IP or fixed
interface ID, port range, and protocol.

So yes, IPv4 you can forward ports to others, whereas IPv6 you can only open
ports directly to the address you specify.
