  Promote! Promote! Promote!

 Not exactly what you wanted to hear eh? BBSes aren't as popular as they
were in the mid-late 80's and the early 90's. I have people at work who have
no idea what a BBS is. The best ideas I can throw at you are to:

* "Talk up your BBS". You may even have to explain what  a BBS is.
* Have a menu with enough options to attract users with varied interests.
Perhaps a Forum devoted to a special interest group (or two).
* Define your BBS theme. When I first started a BBS in the 80's I wanted it
to be informative as well as entertaining so I created The Research Center
and collected everything I could. Anything from education to health care.
