Msged 4.00 has been released and is currently available for FREQ from
3:635/727 or 3:635/728:

                                    This archive is a message editor that
                                    works under 16-bit DOS, 32-bit OS/2, and
                                    has more limited versions for Amigados
                                    and Linux as well.  It works with *.MSG
                                    messagebases, QuickBBS (Hudson)
                                    messagebases and Squish messagebases.
MSGAPI38.ZIP     277946  24-Jul-96  Squish MsgAPI - 32-bit Port. Latest 
                                    update: July 24, 1996. This file contains
                                    a version of Scott Dudley's original
                                    MSGAPI0 that has been modified to compile
                                    with a multitude of compilers other than
                                    the ones MSGAPI0 supported.
