Appears to be in the policy stage, & WND picked up on the story about
the change, and pointed out that the site has the heading "Require
100 hours of service in college" on another. However, that page is 
currently in the Memory Hole too - http://change.gov/agenda/service/ 
returns the message "The page you requested is not available right now."

Google's cache still has it, though.
