There are literally tens of thousands of people in the fleet we've
never even seen, from the lowliest of refugees to ships captains,
including official staff.  Just because we never saw Tori on Colonial
One working with Roslin before Billy'd death doesn't mean she wasn't
there.  She could have inherited the position the same way Roslin
herself did, by being the most senior party official around when her
superior died.

So surgical that on multiple occasions they were only prevented from
destroying the Galactica by sheer luck?
