one way is to give them a 'reward'.. ie more time (that's configurable for 
each access level in access.ctl).
you could also make it almost a competition -- have a top uploaders screen, 
and get a util to put [ULed by: ] right in the description.
what really would work best is just getting people to make a habit of 
uploading cool files, put up 'special' areas for different interests etc.
This kinda happened to my local message area.. i decided to make it a 
forced-read at logon, so people could make annoucements etc, but it very 
quickly grew into quite a few conversations and i was seeing 20 messages a 
day easily ;)
i had to change it so it was optional (the sysop area is forced-read as well, 
but that only picks up messages specifically to the user, and my public 
messages to All which i use instead of a bulletin file (MUCH easier to make 
bulletin.mec)
