It is in fact the decision of every incoming president to make. They are not
bound to keep all the people the previous president appointed to carry out
`their' agenda (whatever that happened to be).


I'm sure this isn't unique to the United States. But then I'm not surprised to
see this made-up shock from a bunch of foreigners (nor the US leftie
democrats, either).
