Truth is he cannot fire every such person.  The federal government
employees are made up of two sorts of people.

The people at the top are usually what are called political appointees
and serve at the pleasure of the President.  He has the right to appoint
them and to fire them. Theorectially, he is not supposed to do either
for corrupt purposes, but that is hard to prove and even harder (read
impossible) to convict.

Underneath those people are career civil servants.  Those people cannot
be fired without extreme documentation and appeals.  Trust me, I tried
to do it once.  There are enough protections in place to protect them
that it is next to impossible to fire a career employee.  Depending on
the department, many of them are dedicated and talented individuals. It
is them who do most of the heavy lifting.  The problem is that it is the
political appointees at the top who get to supervise and direct what can
and can not be done.
