About the only place cheaper than Texas is Louisiana...an oil refinery
sits on the TX/LA border and it gets it's oil from the Gulf. California
too has a refinery on the coast somewhere between Santa Monica and
Torrence. They get their oil from ships. Not to mention the stringent laws
that California has against smog producing machines (cars).
