Probably because modern monitors support power management through the video
connection. They can be commanded to go into standby mode if you enable
that in your operating system, and they will typically also power off
automatically if they lose video signal. So they no longer need to be
connected to the computer's power supply in order to be powered down
automatically when the computer is shut off.
