With VSS, all you need is a file server. No special SCM server software
needs to be run on it. The VSS software is strictly client-side, and uses
the network file shares directly. This also leads to slowness over a
low-speed connection because the actual repository data has to be read over
the network instead of only SCM commands and responses.

Since the respository is a file share, security depends on how you have the
file server set up. VSS has built in security of its own, but it is more
for keeping honest people honest rather than real security.
