The latter would be the angle I'd pursue, for lack of any other leads.
Something must have been wonky - check to see if your dechlorinator will also 
get rid of chloramine as well. Some water treatment systems don't, and there 
are places that use chloramine as a water disinfectant (much as per chlorine) 
when things are nasty with bugs.
