everyone that says they wrote to john dailey with no answer ended up finding out that he DID answer them, they just didn't look in their spam folder or
they overlooked it somehow.

Also, you ran into problems and didn't bother to read the documentation.
in 1 minute i pulled it up and did a search and found this

"LINE 59:  Allow Direct Fortifications? (A/N/P)  (P recommended)
       Enabling Direct Fortifications allows a player to fortify armies from
       one country directly to any other country, provided he occupies both
       countries and all countries in between so as to form a continuous
       chain of connected countries.  The move is counted as 1 fortification
       move regardless of the distance between the countries.  With Direct
       Fortifications disabled, fortifications can only occur between the
       player's adjacent countries, with each fortification counting as one
       move. A : All games will use Direct Fortifications N : No games will
       use Direct Fortifications.  Disables Direct Fortifications in all
       games. P : Allows a player to choose if he wants Direct Fortifications
       enabled or disabled (for that game only) when he begins a new game.

this paragraph explains what a/n/p stands for

so i think you're trying too hard. just relax and check for your mistakes.
