On the one hand we do know that Londa saw emptiness
during the rescue scene.

On the other hand it's established that being visible to so
many tired out Kosh as if he was controlling what each
being saw when exposed to him.  Would it have been the
choice of Kosh to cause Londo to see emptiness because
of Londo's dealings with the Shadows, or would it have
been ancient dealings with the Shadows included genetic
tinkering so Centari don't see Vorlons?

Since maybe the dying Emperor saw Kosh, maybe Londo
seeing emptiness was by the choice of Kosh not by the
choice of Londo or by his genetics.  Lot of maybe's in a row.
