Incomplete packets usually indicate either a network problem.  If it's 
thinnet, look for bad connections.
Another problem that can bring this problem is insufficent packet receive 
buffers.  These are memory locations that incoming packets are placed till 
the server has time to work on them.  If there are not enough, the server 
will increase the number of buffers.  After a wait time.  Which can cause you 
problems.  Hence my suggestion to try raising the number of packet receive 
buffers.

Interesting question.  If the problem is a bad thinnet segment, they're 
disconnected because the segment is so bad.
