I do not know the specifics of your example, and the specifics might be off-topic. But at a general level, it seems like an UNbiased list keeper would let the unbiased bot run based on what gets submitted to it, while a biased list keeper would intervene and make case-by-case decisions (or give in to special-pleading requests to make case-by-case decisions) on which listings to permit.
