It's editorial -- it saves space. This kind of thing bothers me a lot, BTW.
Especially on the Web where space is not that limited, you can say that
"A suit was filed on behalf of distressed citizens of Chicago to
remove all wrought iron from any buildings within the city limits"
rather than "Suit filed to get rid of wrought iron".
