That is no longer the case, as far as I know. There have been some significant
updates and changes to MRC.

To answer the original question. MRC is for BBS-to-BBS chat, specifically.
There is a bridge to an IRC server, but that's the extent of its connection to
it. IRC is for chatting over the internet in general, with different IRC
servers connected together (or not) making different IRC networks. Sort of a
de-centralized kind of thing. With MRC, it may seem decentralized with the
BBSes as "servers", but they have to connect to a main server and you can't
make different "networks" of BBSes.
