Many ISPs are doing this as a form of spam protection.  There are a 
number of services that ISPs are registering their dynamic blocks with 
in order to help people stop spam attacks from broadband users with 
rogue mail servers.  When I had my ISP business none of my dynamic IP 
users could send SMTP directly without going through my mail server.  I 
also didn't have any problems with open relays either.
