sbbsctrl.zip (and sbbs_run.zip) contain stock v3.20 config files (e.g. main.ini), so if you did that, then when you run 'jsexec update.js' it's going to see the v3.20 config files and *not* upgrade to your v3.19 to v3.20.

They do not include extracting sbbsctrl.zip into your sbbs directory tree.
