It reacted to Delenn - before her transformation - stronger than it
reacted to any Minbari in recent memory.

I don't know if it's actually stated anywhere, but AFAIR, the thing
that transmuted Sinclair to Valen was designed specifically for him by
Draal/The Great Machine.  A thousand years later, Delenn used the exact
same device to partly transform to Human.  The theory is/was that since
the thing was designed specifically for Sinclair, it worked "perfectly"
on him, and the Triluminaries (which are part of the device) would
correspondingly react to him.  It only worked partway on Delenn because
she is not Sinclair.  There was a strong (re)convergence of his DNA in
her which is why the Triluminary reacted as strongly as it did with
her, and why the transformation worked at all.

My guess is that it would have either not worked at all or killed
Lennir if he had tried it.

Certainly not enough to account for the discrepancies.  With rare
exceptions, the Soul Hunters take single souls, and the population drop
has apparently been noticeable.
