For ANSI to GIF, I use ans2pcx and convert the pcx into a gif with Paint
Shop Pro.

Pablo is probaly the best I've found not sure where I got it from
though... It does ANSI to BMP and maybe it could do BMP to ANSI I'm not
sure though...
